Ukraine Initiates Starlink Terminal Verification Process
Fedorov said on Telegram that the government has introduced a “white list” for Starlink devices, meaning that only verified and registered terminals will be allowed to function in Ukraine. “Everything else will be disconnected,” he stated, noting that the measure is being carried out in coordination with SpaceX and is intended to address "the use of Starlink by the Russians."
He recalled that late last month the Defense Ministry contacted SpaceX “within hours of reports that Russian drones equipped with Starlink connectivity were operating over Ukrainian cities.” Fedorov thanked SpaceX President Gwynne Shotwell and Elon Musk for the rapid response and for initiating work to resolve the issue.
The announcement followed a public appeal by Poland’s Deputy Prime Minister Radosław Sikorski on a US-based social media platform, urging Musk to prevent Russian forces from using Starlink to strike Ukrainian cities.
According to the US-based Institute for the Study of War, Russian troops have increasingly deployed Starlink-equipped drones to extend their attack range, exploiting gaps in Ukraine’s air defenses and threatening critical infrastructure.
Starlink remains prohibited for sale or use in Russia due to US sanctions imposed over the ongoing war in Ukraine, which is entering its fifth year later this month.
